Geneva, Dec. 8. The Bino-Japanese dispute over Manchuria was again aired to-day when Mr. W. W. Yen and Mr. Batsuoka, the respective delegates, address-, ed the League of Nations As- Rombly.
Unusual interest was lent to the proceedings in the Assembly by the presence of Mr. MacDonald, M. Herriot, Mr. Norman Davis and Harr von Neurath, who Inter rupted their talk in order to hear the Sino-Japanese delegates.
M. Paul Hymans opened the proceedings after which Mr. Yen presented the Chinese case. Ho urged that the extraordinary As- sembly should declare that Japan had violated the Covenant and the Five Power Treaty and should call upon Japan to execute the re- solutions of the council of Septem- ber 10, 1931 so that all Japaneso troops should be withdrawn into the railway zones, ponding fur ther withdrawal therefrom, and that the so called Manchukuo Government should be dissolved. Mr. Yen urged the Assembly, that panding the dissolution of the Manchukuo Government and re- own resolution of calling its March 11, it should declare it would not recognise Manchukuo or enter into any relations with It, and publish in the shortest pos elble timo a report for a final set- tlement of tho dispute as describ ed in Article 15, paragraph 4.
Mr. Yon was followed by Mr. Matsuoka.
Japan's Disarmament,
Mr. Matsuoka, addressing the Assembly declared that Japan's principal diangreement with the Lytton report in the sections deal- ing with the disordered condition of China, was its occasional op- timism with regard to the rehabi- litation of the country of which Japan had hope, but not for the Immedinte future.
A country in China's condition and disorder could not recover quickly. Japan was a loyal sup- parter of the League and for many years had striven to avold

under provocation which before the drafting of the Covenant would certainly have brought it about.
Japan had not abandoned hope of bringing about better under- standings through negotiations, and did not neck the protection of the League because in view of the League'n present, structure, effeo- tive protection could not be ex- pected promptly. Japan Зудв rendy to do all in her power to co- operate with the League In help- ing China to progress.
In recognising Manchukuo, Japan saw a promise of peace, and In any case, owing to her vital in- terest, she could not withhold re- cornition.
Mr. Matsuoka declared that if the Assembly made any sugges- tions for n acttlement they should bo such that they would preserve peace in the Far East, secondly a aolution must be found for the disordered condition of China, thirdly the League must be pre- pared to take the responsibility for its exerution, which was like- ly to be costly and the League should have the will and means to make the necessary sacrifices.

No Recognition
Geneva, Dec. 6.
de- The Irish Free State has finitely refused to recognise Man- chukuo. Mr. Connolly of the Free Sinte, in the Assembly to-day sald that Janan must consider what persistence of her present altitude would mean to her. Whatever Japan did in nowise diminished the Assembly's responsibility to uphold the Covenant at all costs. He felt the Assembly should de- finitely act on the Lytton Report. If the League hesitated in dealing with the Far Eastern situation, It would not surviva or deserve to survive. Reuter.
