Persistent rumour has it that there is a big conflict in the Cabinet itself regarding the procedure to be adopted and that to-day's full meeting may lead to the biggest crisis of the year. Financial interests assert that a

large transfer of capital to the United States could only be effected with the greatest difficulty and would, in any case, be disastrous to British interests.

The probabilities are that the Cabinet will agree to the text of the second Note to be sent to America and that the real battle-apparently between those opposed to payment and those who urge payment at any sacrifice -will not eventuate unless America again presents Britain with a refusal to consider the suspension of the December instalment.
