INDIAN FRANCHISE

STEADY ADVANCE

CONTINUES..

SIZE OF CENTRAL LEGISLATURE

London, Nov. 23. Franchise questions were fur- ther considered at the Indian Round Table Conference to-day,

In regard to the Depressed Classes electorate for the Federal Assembly, the Conference agreed to accopt the recommendation of the Franchise Committee that differential qualification of literacy should be adopted. With the ordinary qualifications pro- poned by the Franchise Committee for the general electorate of the Assembly, this would enfranchise at least ten per cont. of the Do- pressed Class population, which the Franchise Committee con- sidered adequate, as they pro- posed enfranchisement of only three per cent. of the general population.

Under the Poona Pact, the De- pressed Classes will be entitled to 18 per cent. of the general Hindu sents in the Federal Legislature.

The Conference expressed itself in favour of special representation of Labour, Commerce and Land- jerds in the Federal Assembly,

of

Subject to a satisfactory sola- tion of the question of small minorities, it was agreed that the British Indian section of the Federal Upper House should be elected by Provincial Legislative Councils by a single transferable vote, as previously proposed by the Federal Structure Committee the Conference and supported by the Franchise Committee, but the Moslem representatives indiented that they did not wish commit themselves to using the method of the single transferable vote until they knew its probable effect upon the communal proportions is the whole House.

It was generally agreed that special interests should not be represented in the Upper House.

The session was adjourned to give delegates an opportunity, by informal discussions, to come. an agreement on the question of the size of the Central Legisla tures which indirectly raises the question of the communal strength, possible in the two Houses. British Wireless.
