COMING CRISIS

MANCHURIA AND DISARMAMENT

Londen, Nov. 20. "The world on a razor's edgo", is the description given by the Sunday Times of the problems with which Gonova and the League of Nations are faced. The Japanese threaten to withdraw from the League if the Lytton report is approved and the future of the Disarmament. Con- ference is still undecided.

Steed, Mr. Henry Wickham former Editor of the Times and of the Rovicio of Reviews, and an au- thority on the Near and Far East, dealing with this subject, says that If Japan withdraws from the Coun cil, the Council and the Special As- havo to consider sembly will whether and to what extent the re- solution unanimously approved by the Special Assembly on March 11 should be upheld and Implimented by other members of the League, together with the United States, since the resolution invoked the Kellogg Pact.

Japan's Policy

Tokyo, Nov. 20. Evidence that Japan's attitude regarding Munchuria is unchanged has been provided with the publica- tion of the Japanese observations on the Lytton Report, on which the Foreign Minister, Count Uchida has issued a statement

"We have not sent delegates to Geneva to argue but to lend the League to a true understanding of the complications of the situation in the Far East. "he says.

The War Minister. Gen. Araki has made an informal statement. "The observations are not intend- ed to refute the report, but to sup- plement the deflciencies and re- move the misunderstandings of the League Commission, "he de- clares.

He added that the Manchurian problem was now settled as far aa Japan and Manchukuo were concerned, and Japan was, deter- mined to pursue its settled policy whatever happened.-Reuter.
