Following the American presidential elections, the newspapers anticipate that the British Government will shortly make overtures to the United States relating to the war debts issuc.
It is stated that Government circles hope that the Hoover Morotorium, which is due to expire in December will be extended pending a thorough examination of the whole question.
According to the Daily Herald, the British proposal is that the debt should be scaled down by agreement and a huge international loan at a low rate of interest should be floated in London, New York and Paris to meet all American claims.
