PENALISING THE POOR

The Board of Education's cir cular indicating higher fees for Becondary schoola, and a "means test" for parents for freo places, has caused great surprise among the teaching organisations.

After an executive meeting of the National Union of Teachers, an official statement declared that the proposals are viewed "with grave concern," and added that, if! curried into effect, they will

"Abollsh free secondary schools. "Make entry to State-alded sec-' ondary schools less dependent upon the educational fitness of the child, and more on the financial circumstances of the parent,

"Be opposed to the trucat In- terests of the nation by reason of the restriction of secondary educa tion."

The circular is to be considered by the Council of the National Union of Women Teachers and the Joint Committee representing the Associations of Headmistresses, Headmasters, Assistant Mistresses and Assistant Masters:

"When the London County Coun cil re-assembles the circular will be discussed by the Education [Committee," a member of the Com-

mittee told the News-Chronicle.

"The average fec charged in London--which has never had free secondary schools-is £12 or £13 a year. Under the Board's proposals there will still be free places, but it is difficult to fore- cast what the effect of the 'means test' will be."

Mr. J. J. Mallon, Warden of Townboo Hall, characterised these draft suggestions as "the most depressing announcement since the beginning of the war."
