HARBIN POLICE ARREST 25 SUSPECTS

Tokyo, Oct. 16. According to reports from Har- bin, 25 suspects have been arrested in connexion with the murder of Mrs. Woodruff, and a grilling examination has revealed that two of them are apparently responsible, including Chang Nan-yon, an ex- soldier and leader of a notorious gang of kidnappers.

The police claim to have found that the same gang was responsible for the attack on the British bank ors on the Harbin golf course on September 10.

It is believed that the gang has political backing, as recent outrages appear to have been carried out systematically for the purpose of embarrassing the authorities in their relations with foreign Powers. -Router.
