While the vernacular newspapers are inclined to fulminate on what they consider to be unfair state monts and impractical suggestions contained in the Lytton Report, It la noteworthy that the newspapers so far have concentrated thair at tention almost exclusively on the points which are disagreeable to Japan; hence, it seems likely that first impressions will be modified after report has been studied in more detail, as the papers frankly admit they have not yet had time to read the whole.

Nevertheless, whatever modificá- tions may arise from a fuller study, it is generally recognised that the suggestion of a Manchurian au tonomy under Chinese sovereignty la impossible of acceptance, unless
