London, Oct. 3. Consternation has been caused in constitutional circles in Dublin by the news of the retirement of Mr. James McNeill from the Governor-Generalship, even. al- though the event had been fore- shadowed by recent events.

Free State Government circles state that the path is now clear for the re-opening of the land annuities negotiations.

It is reported, in fact, that the Free State Government had made the removal of Mr. James McNeill the first condition for the re opening of the issue.

The opinion is expressed that Mr. de Valera is likely to appoint himself Governor- General, as well as President of the Council.
