Mr. M. E. Lo's Comments.

Mr. M. Lo said: My colleagues

already dealt with the various aspects of the D.M.9.9.'« recommendations q fully that I feel it is unnecca- sary for me to make any lengthy remarks on the motion now before the Board. I should, however, Hike to deal with

paragraph 2

of, the motion in so far as it re- fors to the Vico-Chairmanship of the proposed Public Health Board.

It will be seen that the un- animous view of the unofficial members is that the Constitution of the Sanitary Board be enlarged in order that it may function as a Public Health Board with the per- sonnel suggested by the D.M.S.S. for his Publie Health Advisory Board, except that the Vice-Chair- man shall be non-technical man. proferably the Serrotary for Chi-

mose Affairs.

In view of cortain newspaper comments on the D.M.S.S/'a recom- mendations I should like to state publicly my own reasons for con- curring in the terms of clause 2 of the motion. To begin with, way at once that my reasons have| nothing whatever to do with "the old question" of "Chinese muscep| tíbílilies" " na one paper has pul it. The fact that this motion re-i presents the unanimous view all the anomeial members, includ- ng three who are not Chinusu, is at least suggestive that, the raison d'etre of clause 2 of the motion must be something eine.

I venture to quote the follow- ing paragraphs from a memoran- dum which I submitted to the Head of the Sanitary Department in connexion with the D.M.S.S.'s recommendations:

"10. On the "Expert versus Layman" Issue, the more 1 ponder over the matter, the greater the difficulty I experi- ence in coming to a decisive con- clusion. But my mind is de Anitely inclined towards the view that, in practice, the ques Lion as to whether the H.S.D. should or should not be a public health expert, fades into in- significance when compared with the vital question as to whether the holder of the office of HS.D. does or does not pos- seas these qualities which are ensential to the occupant of that post.
