CHOLERA CASES
MEDICAL OFFICER DENIES STATEMENTS
At the fortnightly meeting of the Saultury Board yesterday, Mr. M. K. Lo asked, pursuant to notice:
Has the attention of the Head of the Sanitary Department been drawn to the leading article on the cholera epidemie which apenr- ed in the South China Morning Post of Thursday, June 30, to the report of an alleged Interview with the Medical Officer of Health which appeared in the same paper on Friday, July 1, and to the letter of explanation by Dr. S. W. Phoon, Medical Superintendent of the
Tung Wah Hospital, which ap- peared in the same paper af July

+1) Q. In view of the Impression created by the said newspaper re- port and comments, which were expressly slated to have been bas- ed upon an Interview with the Medient Officer of Health, such im- pression being() That the medical staff of the Tong Wah hadi Tailed to make the necessary noti- feations to the Medient Authori- ties after the eases had been ding-1 nosed as Cholera, and the that The sixteten cases reported of Tuesday the 28th June. were dia- cavered by some outside
person connected with the Medical De- partment, but not connected with
Tung Wah Hospital staf-- Does the Medial Offer of Health agree that such impression is entirely contrary to the facts: of the case?
Dr. Poj replied: The inter- view is incorrectly reported and gives an erroneous impression of the facts of the ease.
(2) Q. Is it not the fact that the Brat easer

A. Yea.

A.
Answer is therefore yes,
Q. To whom did the Medi- cal Officer of Health intend to re- for by the expression "Superia- tendent of the Kennedy Town Dis- Trict it not the fact that Dr. S. W. A. So far as my memory serve a me stated that sixteen CAME wera ilisedvered in the Tung Wah Hospital by the Superintendent.
As to the latter portion of the question. I believe the statement to be correcl.
(5) 9. It is not a fact that the sixteen eases referred to by The Medical Ofleer of Health: weyer enses which had been sent to the Kennedy Tow an Infertious Hos. pital by the Tong Wal Authori- ties for observation, and that the reports made to the Medical Of- ficer of Health were made by Dr. E. A. Yes.
761 Q. Is it not a fact that there has been absolutely no failure to notif; cases on the part of the Tung Wah Hospital?
A. I do not know,
have. however, no reason to doubt that the Hospital Authorities took all reasonable precautions against such a contingency.
17 Q. Will the Medical Officer n health be good enough to say whether or and the following stat men, which were attributed to him as having been made by him in the course of a newspaper interview, and on which the news- paper comments above mentioned were expressly stated to have been based were in fact made by him? -“The sixteen cases reported on Tuesday were all from the Tun Wah Hospital. They were dis- covered by the Superintendent of the Kennedy Town district, who hind them immediately removed to the Kennedy Town Ifospital. There is no doubt that those cases should have been notified, and the failure to do so can only omission or be laid down to ignorance on the part of thong re- sponsible. Any person. layman or practitioner,
Lo compelled notify cholera, and under the cir cumstances the people responsible for not notifying the authorities would be Hable. This la not, how- over, matter for my department. I do think any further stopa will be taken, in view of the fret that the cases were discovered."
A. No, only the statement that aixteen CasO8 were found in the Tung Wah Hospital is correct.
TOW
(8) If the answer to question 7 is in the affirmative, does the Medical Offeer of Health agree that the statements quoted above, which reflect on the Tung Wah Hospital Authorities, are ab- Rolutely unjustified by the facts of the caso?
