The arrangement was outlined in London by Sir John Simon and the terms took the House of Commons completely by surprise. The sensation created later became enhanced when the interpretation placed upon the understanding by M. Herriot was shown to differ from that of the British Foreign Secretary.
The declaration has nothing to do with the so-called Gentlemen's Agreement, which took the form of a Note exchanged between the four chief creditor coun tries in which they agreed that if any trouble developed over the ratification of the Lausanne Agreement, they would consult together and would not act separate- ly.
M. Herriot declares that the new understanding takes Britain and France much further and that Britain cannot now enter into a war debt payment arrange- ment with America without first consulting France.
Sir John'Simon, in the Commons, said that the two Governments have decided to exchange views with complete candour on any questions like those treated at Lausanne which may affect the European regime. They agree to work together for a disarmament solution, to cooperate in preparing for the world economic conference, and to avoid tariff discriminations.
It is claimed that Sir John Simon's announcem ent regarding European co- operation has no bearing whatever on war debts due to the United States and can- as a united European front towards the United not in any way be inter preted States. But Paragraph One of the co-operation scheme is in the broadest terms.
