Cheap justice and quick justice are both desirable and possible in most of the every-day disputes, and I believe that if those responsible for our High Court and county courts would condescend to inquire into the methods of police courts. they would learn much that would help them in simplifying and cheap- ening many kinds of proceedings.

To-day few reforms in High Court procedure are being offcially considered, but they will go a very little way towards reform, and no proposals are on foot which will in any way reduce the present exces- sive cost of proceedings in our county courts.
