BANK NOTE COUP

LORDS DECIDE AGAINST WILLIAM WATERLOW

London, Apr. 28. The House of Lords has decided that the Bank of Portugal ia en- titled

Dr. Li Shu-fan

The following circular has been Issued by the Hongkong Chinese Medical Association in support of

Dr. Li Shu-fan:

"The election of Dr. Li Shu-fan as a member of the Sanitary Board has been proposed by the Hon. Sir Shouson Chow, and seconded by the Hon. Sir Henry Pollock, the leaders, respectively, of the Chin- ese and European communities.

"As a leading medical practi- tioner in the Colony, Dr. Li is well known to many. His outstanding ability and wide experience of health matters, his readiness to serve a good cause, his patience in studying a problem, and his skill in solving difficulties, are equally well known to those who know him. Having travelled widely, his know Jedge of other peoples and other cities are assets that well qualify him to be a member of the Sanitary Board. But more than this-18 Commissioner of Public Health in Canton for the period of two years, he faced and solved many a problem of sanitation and pub- lic health in the capital of the neighbouring province which has a population of over two millions. That experience alone eminently fits him for the vacancy which he seeks to fill.

"Dr. Li Shu-fan is a member of this Medical Association; and the Council of the Association, having had the privilege of ascertaining to recover £610,000 from in person his attitude regarding Messrs. William Waterlow and many of Hongkong's problems of Sons, in connexion with the claim sanitation and public health, and ngainst the latter for negligently having considered his varied executing a fraudulent order to qualifications, can heartily recom- print a quantity of bank notes, mend him for your valued support which were circulated and redeem- In the coming election."

ed by the Bank-Router.

The case, which has involved litigation since 1924, arose from an amazingly bold coup by means of which a clever awindler frau- dulently obtained more than £1,- 000,000 in bank notes, direct from the printer. The original claim by the Bank of Portugal was

for $1,115.613, the Bank alleging breach of contract, negligence or conversion in connexion with the printing of Portuguese bank notes. It was atated that an interna- tional swindler, Marang, called at Waterlow's London office in 1924, bearing a forged letter, purporting to be from the Governor of the Bank of Portugal, and to be an or- dor for the supply of the notes. The notes ware duly supplied and. placed in circulation,

a building con- | Manila tractor and manager of the Chui Yee Guild, testified that he went Swntow

of the to Canton in the middle month and there saw the deceased whom he accused of embezzlement. He suggested that the deceased should come down to Hongkong to straighten out matters, to wheth the latter agreed. As a result, they came down to Hongkong by train and went to the premises of the Guild, where the accounts were gone over. Witness stated that deceased admitted the embezzle- ment, but denied that he had taken na much as $340.

Chan Kong, a cook-boy employed by the Guild, deposed that deceased was tied up during the first two days he was brought to the Guild's premises, but was released later, although he was never allowed out of the house. Witness said he know deccaked had been struck once, but was not tortured in any way. He thought deceased met his death by jumping over the window of the cubicle in which he kept.
