Geneva, Mar. 17. The text of Licut-Colonel Ste. wart's proposals for affecting n satisfactory way out of the Chin- ene imbroglio was communicated to Lengue circles at Geneva this morning, and formed the subject of lively discussions throughout the day.

Although Colonal Stewart's pro- posals were not mentioned at the League Assembly's Committee meeting itself, numerous refer- ences were made to them in the lobbies.

The idea of setting up at the Chinese capital an International Council of Adviser, appointed by the League of Nations to control the work of the Chinese civil ad- ministrations seems to be regarded in general as worthy of further examination at Geneva.

The Chinese view is that once the Japanese forces arc withdrawn from Chinese territory the Chin- use central authorities will soon be in a position to carry out the re- forms necessary for re-establish- Ing order in all the provinces.

The Japanese here will not com- mit themselves beyond observing that the object of their Interven- tion was similar to Colonel Ste- wart'a purpose, namely, to assure order and security in China.

The idea of creating a police force paid by the League of Na- tions, of international officers ap- pointed by the League of Nations, such as Colonel Stewart suggests, does not meet with auch general favour as the setting up an Inter- national Council of Advisers. The necessity of establishing a really efficient police force in China is acknowledged on all hands.

CEYLON AND ITS CONSTITUTION.

Colombo, Mar. 18. Owing to the determination of a section of the State Council to end or amend the unique export- mental constitution in Ceylon, it is widely feared here that the Donoughmore Scheme is in danger of breaking down.
