FOREIGN REPORTS FROM HARBIN STATE THAT THE SOVIET

GOVERNMENT HAS ORDERED THE MOBILISATION OF THE RED ARMY IN THE TRANS-BAIKAL AREA, WHICH IS THE REGION BETWEEN LAKE BAIKAL AND THE MANCHURIAN BORDER.

The Red Army in this area is under the command of General Vassily Blucher who, under the name of General Galens, was at one time Chiang Kai-shek's adviser.

The reason for the mobilisation order, which may have serious consequences, is not definitely known, but it is thought that there is some connexion with the war move and an extraordinary meeting of the Board of the Chinese Eastern Railway, which is to be held to-morrow and which will discuss the export of C.E.R. rolling stock and supplies to Russia.

THREAT TO C.E.R. CONTROL.

It is believed that the Chinese chairman of the Board of the C.ER, has been instructed by the Manchukuo Government to demand the immediate return of the Railway stock.

Meanwhile, Chinese circles in Harbia, as well as the Soviet
