QUO TAI-CHI, AND THE RIGID ATTITUDE OF BOTH PARTIES ON THE WITHDRAWAL QUESTION, ARE CONSIDERED TO BE SERIOUS NULLIFICATION OF ANY ADVANTAGE FROM THE FIRST SUCCESS OF THE PEACE CONFERENCE, THE RATIFICA- TION OF THE FIRST POINT OF THE REVISED DRAFT OF THE HEADS FOR DISCUSSION.

CHINESE COMPLAINTS

The first point covers merely a decision that hostilities should officially cease and the announcement that a complete agreement had been reached on this point caused some satisfaction, until the second develop- ment, namely, the issue by Japanese sources of a state- ment vigorously criticising Mr. Quo Tai-chi.

Chinese circles report that Japanese aeroplanes have been flying over Sonchow, Ningpo and Tungchow, and that over 30,000 Japanese troops are now in the front lines, far more than there were a week ago.
