The report says that Japan, in regard to the pro- posed Conference, claims the right to demand the pay- ment of damages arising from the Shanghai Incident.

Japan will also demand the strict suppression of all anti-Japanese activities.

Japan is also prepared to discuss a permanent plan for the settlement of all basic questions relative to Shanghai "thereby ensuring a lasting guarantee of the safety of the Settlements and their residents."

The final paragraph is taken to mean that Japan will strain for the "demilitarisation" of the Shanghai area. Reuter.
