London, Feb. 10, Speaking at the Disarmament Conferenen in Geneva to-lay, Mr. Matsudaira, the Chief Japanese delegate, observed that notwith- standing the unfortunate situation in the Far East, Japan was na tager Ra ever to co-operate with all the Powers to work out an arrange- ment whereby armaments could eventually be limited and reduced.
