PLAN FOR PERMANENT SOLUTION.

Tokyo, Feb. 8. What are frankly admitted to bo feelors aiming at a permanent solution of the Shanghai problem in particular, and the China pro-) blem is gonoral, were put out-at the Foreign Office this morning.

Briefly the proposal is that thore shall be established des militarised zones, fifteen to twenty miles in width, around the prin cipal trading ports, notably Shanghai Hankow. Tientsin. Can- ton and · Tsingtao, while Man- charla la aleo to be demilitarised, though a portion of the better dis- elplined Chineno troops will utillaed ne police.

بانا

A Polley of "Interference." The Foreign Ofer spokesman, outlining the proposal, admitted |

that it runs counter to the ideas formulated at the Washintzon Conference which aimed at pro viding ariable government in China by polley of non-inter. ference from the outwite,

Ten years trio bad. however, proved the ineffectiveness of this policy, and it appears has shown that the only way to altnin the desired result is to subaritute 11 policy of interference which will! altiniately benefit China, especial- ly the merchant class even more than it will benefit the Powers, though both would profit.

The proposal, which is likely to he bronched formally at the Inter- national Conference in settle the present Shanghai dispute, would therefore, it is claimed, have the watne objeet as the Nine Power Pact but would approach it from a different angle and superande the pact.
