The Municipal Council has de- clared a state of emergency in Shanghai. It is learned that this.

Nanking. Jan. 28. The Japanese Consul says that the withdrawal of the Consulate staff to a warship is a purely precautionary measure, Ro as to avol possible incident, such as an attack by radien elements on the Consulate.

Troops for Defener. Shanghai, Jan. 28, 5.52 p.m. The Shanghai Municipal Coun cil at 4 p.m. officially requested the senior Consul to arrange for the landing of International forces for the internal defence of the Settlement.

Shanghai, 7.5 p.m. Within a few hours thin after- noon, the Shanghai Settlement as- sumed the likeness of an armed camp. When the mobilisation call came to the Volunteers they streamed by hundreds through the streets, leaving their office desks and buttoning on their tunics as they ran. They have now assem- bled at the race course, complete with armoured cars, machine-gun units and artillery, ready for any emergency.

The troops on the Settlement borders are mainly Cantonese, be longing to Chen Ming-shu.
