A POLITICAL SCANDAL of the first rank appears to be brewing in Washington as the result of serious allegations before the Senate Finance Committee regarding the inner history of a recent loan to the Govern- ment of Colombia with which is coupled an an American important oil concession to concern in which Mr. Andrew Mellon has considerable interest.

The charges are the culmination of a bitter campaign against the bend of the United States Treasury Department, one of America's wealthiest men. The increasing intensity of the attack was first brought to public attention a few days ago when a resolution
