Outspoken Statement.

Washington, Dec. 19. An outspoken statement in re- gard to the debt position was made by Mr. Charles E. Mitchell, Chair- man of the National City Bank of New York, to the Finance Com mittee of the Senate when that body was considering the Hoover War Debt Moratorium resolution.

Mr. Mitchell expressed the opinion that it would be a utracie if Europe could resume its debt payments at the end of the Morn torium, and suggested that it would be wise to make some further ex-| tension or adjustment.

A Railway Crash,
