It is explained that under see- tion 4:0 of the principal Or- dinance, when a judgment dubtor la committed to prison in execu- tion of a judgment, the Court fixes whatever monthly allowance may think sufficient for his sub- sistence, not exceeding twenty- five cents per diem, which is to be paid by the person at whose instance the judgment has been executed to the Superientendent of Prisons by monhtly payments in advance.

This maximum was the rate fixed by section 79 of the Hong- kong Code of Civil Procedure (Ordinace No. 18 of 1878) which has been repined by the present code of Civil Procedure (Or- dinance No. 2 of 1930). The maximum, is insufficient to meet the cost of maintenance; the aver
