THE HONGKONG TELEGRAPH, FRIDAY, JULY 3, 1931.
FLOODS IN THE PROVINCES.
WORST EXPERIENCED FOR
SOME YEARS.
While the districts in northern and eastern Kwanglung, including Shiuchow, Kongmoon, Walchow. are flooded, the news has come to hand that Foochow, the capital of Tukien, has been subjected to the since 1920. Con- greatest food siderable damage has been done to houses and crops. It is pected that the first rice crop this. season will be ruined.
CX-
All the low-lying fields have been flooded to a depth of several has foot while much damage been done to the newly built motor roads. Some of these ronds have cen built on high embankments. There are, here and there, open- ings underneath to permit the canal water passing to and from the river, but in such a flood as the in- present, these openings are adequate, and the result is that the water is banked up on the upper side to a much greater depth than would otherwise have been the
свяе.
Wuchow Flooded.
A Wuchow letter says that con sequent on the heavy rain both have the West and Fu Rivera risen considerably during the past few days and districts along the Bund have been flooded causing much damage and inconvenience. Many of the wharves have been covered several feet deep with waler. The situation has improv- ed a little since Monday.

owing Shek yesterday afternoon to the strong current. Some 30 survivors have been picked up by stenm launches which went to the rescue from places near-by. Full not details of the dianster ara available at the time of writing.
HONGKONG SCHOOL
EXAMINATIONS.
COMMENTS BY DIRECTOR OF EDUCATION.
In his report for 3930, the Director of Education commenta Local on the Matriculation and Examinations held by the Univer sity last November and December.
He says, futer alia:
Of those who sat for the exam- inations, excluding the candidates entered under "private study". 1672 Kuined matriculation oľ Senior Local certificatos: for the Junior Local the percentage was 38.
In both cases the girls' schools were able to show higher figures, these being 71 and 60.
The idea that only selected en didates should be entered for the xamination is not to be encourag- ed. The selection of a few can- didates who are supposed to have a chance of passing is contrary to the object of the examinations which are only of value if every boy or girl from the appropriate class is entered for them,
Except in the case of the girls schools the examination
results must be considered poor and when all allowances are made it is clear that the practice of premature promotion is still prevalent.
The Board of Education hits re- commended that examination at the Junior Local stage should not be discontinued; but unless it can be shown that the present exam- for the ination is unsuitable schools of the Colony, and even when one allows for the leaven of English speaking children in the girls schools the successes gain. ed by their pupila do not support the suggestion, it is questionable whether the present facilities should be continued when so many candidates are obviously unfitted for the examination.
