SEVERE CENSURE .

OF A DRIVER.

JURY'S RECOMMENDATION IN DEATH ́INQUIRY,

A recommendation that the standard of effeienez of old-type ears be rnised by the Police Traffic Department before grant- ing licences WHA made by jury, composed of Messfo.

R

J. W. Morris, (foreman). W. F. Smith and S. Feldman, In an inquiry conducted by Mr. Hamilton, st Kowloon yesterday, into the death of Lau Hak (24), who was killed in lorry accident in Shan- tung Street on June 1.

After Dr. P. F. S. Court had given evidence certifying that death was due to haemorrhage and shock, Au Young-kang, the driver of lorry 2197, and that about 730 p.m. on May 31 he went to get his forry out of a garage in Shantung Street. He could not get it to start, so he gut into another lorry, No. 1058, which was behind it and pushed his Jorry out. He started larry No. 1058 by conweting the ignition with a piece of wire, as the ignition key was not in a hole. Ta Ken who was at the wheel of No. 2197 drove it off, and he begun to put 1058 back into the garnge. Just na he was abalt to cater, sume per- Bon ras across the path of the lorry, causing him to apply his brakes, and the lorry to skil. The lorry went up a mound of gravel stones and upset on its right side. He was thrown out. When he pick- ed himself up he saw a man pinned under the right front wheel, He immediately ran to the poller sta- tion for help. Before the crash he had never seen the man. He had no permission to drive No. 1058. He was preceding about twelve miles an hour, at the tirpe of the crash.

Ng Ying said that she heard a lorry coming from behind her mak- ing a loud noise. She saw it sud- denly turn to the left and mount a pile of stones and then upset on its right side, pinning a man, who was standing on the pile of stones, down to the ground. The driver got out and ran away. She called ut for help hut the man who was planed down did not war. She did not see any person crosa in front of the lorry before it swerved to the

.ft.

Chiu. Kui, the driver of Mo. 1058, sold that he had not given per- mission to At Young-kang to drive his larry. The brakes of his lorry were not in good order, but the stering was alright. Hearing how De arcident had happened he could nol explain how the lorry had sud- denly turned to the left.

Bad Steering Gear.

Sub-Inspector Mason said that the steering gear of the lorry, an old "T" type Ford lorry was bad. Sergeant Scrim said that he test- ed 1068, an old Ford lorry, and found that the steering wheel was wobldy, though the brakes were ex- cellent.

The Jury then retired, and brought in a verdict of accidental denth caused by haemorrhage and shock, and recommended that the driver be severely censured, but they did not find that his careless- ness wis sufficient to warrant a charge of manslaughter. They further recommended that the slam. dard of efficiency of old-type cars be raised by the Police Trallie De- partment.

Mr. Hamilton, addressing the driver, said:

The jury have found that you should be severely censured for this.
