GOLF CLUB VOTE

OPPOSED.

MR. BRAGA RAISES MATTER OF PRINCIPLE.

PUBLIC RIGHTS.

On á vote of $8,324 for, the resumption of land by the Govern. ment at Fanling, in arrangement with the Royal Hongkong Golf Club, the Hon. Mr. J. P. Braga, at a meeting of the Finance Copimit. tee of the Legislative Council held yesterday afternoon, raised what hr deserthed a matter of "important principle.”

interests of the public than in the interest of the limited numbers of the Finance Committee. One point I should like to get clear is this. "Aro there privileges, of which you speak, inherent in the. Golf Club na “Golf Club? In which case the tenure of the land, which is nominaliyʻone year and which has to be renewed on the expiration of each year in general practice, as in the case of many older sporting institutions in the Colony which are very admirably run, may be considered in be held in perpetuity upon the payment of this nominai rental to the Government at the end of onel year.

So far as 1 can make out from the explanations necompanying this item, it looks very much as it the Government is making a loan of 58,324 to the Royal Hongkong Golf Club. Why this should be so we are mut Lald in the printed explanation, which is more or less obscure, attached to the water. What I would like to know Is

As A mniter of principle will the Government afford aimilar arcommodation to other clubs in the Colony for facilities which, apparently, have been granted to the Golf Club? I have no com- plaint against this Club n' club: but I would like to paint out that it is un exclusive club, the membership which is composed, for the most part, of people in the Colony well able to afford to provide themselves with all necessary amenities for recreational purposes and who are in circumstances eñalding them to luck After their own affairs without the putlary

Low Rate of Interest.

Then, again, there is this question of interest. I see that the gate of interest the Gulf Cub is rated upon to pay in 4% per annutra. We ar aked practically tanke a gift to this wealthy cluir of 1% per annum 38324. I arrive at the difference of 1 in this way. The Govern ment pays on its Public Works Lan per annum to the bondholders, I Teceives utter the proposed with the Golf Club Arrangement 44 from them. The Government Is, therefore, east of pocket on this Joan 1% per annum which rate payers who are non-members of the Golf Club, and therefore precluded from enjoying its privileges, are! called upon to pay for the Golf Club.

forthcoming. I shall not be able to support the vote.

Public Rights. Hon. Mr. Braga:--In other werde The inherency of the privileges Club attaching to Hongkong Golf could not be made effective in the case of trespass by any member of the public who is not a member of the Golf Club. Supposing a resident of Hongkong, who does not happen to bo member of the Golf Club, tresn passes on the grounds of the Golf Club, would that member of the public be entitled to cross the Kron which are, nominally, so leent to the Golf Club, or would he be prosecuted before a Magistrate for Leespass?
