EXPERT'S REPORT.
Geneva. Jan. 27. "It looks as if it might be as possible to go too fast as it is to go too slow in the matter of rationalisation."
This observation is but one of many significant passages in the report of Mr. H. B. Butler, de- puty director of the International Labour Office, on his recent visit
to Canada and the United States.. The report is to be submitted to members of the governing body of the Geneva Inbour organisation.
Mr. Butler collated during his visit some striking dain concern- ing the effects of rationalisation on employment. Owing to the in- troduction of the "combine," machine which both threshes the grain, there has been a great displacement of labour in Canada and the United States.
cuta and
In Canada, states the report, "a large farm which formerly Look on 30 men in the spring, and another 120 to 150 during the harvest, now employs only 14 men throughout 'he year. An average small farm will employ two to three men in . Roughly stend of eight to ten speaking, every combine deprives at least five men of a harvest job,
“As a consequence, whereas the railways used to transport thon- sands of men annually from the eastern States to reap the erops on; the prairies, no ha vest trafus have been run during the past years."
