Pictures apearing on this page convey the impression that pro-. gress is being made in the vital matter of opening up motor trafe reutes through important districts, and the very fact that such work is extensively being carried out in various localities does show that the authorities. concerned are keenly alive to the needs of the age. But China is indeed puzzle. One would imagine that where the authority exists. to. build and maintain modern roads, there would also be authority to. protect the interests of those who, by placing motor vehicles on the roads, assist in achieving the aim of the builders:
