SANITARY BOARD ADVICE ON RAT PROBLEM.

No Motion to Speak, : The Hon. Mr. Braga reniarked that he did not know whether the Chairman would permit him to address the meeting on the sub- ject.

The Chairman replied that he would rather the member did not, without a motion.

The first item WAS a letter from the Government relative to the proposed restoration of the Medical Officer of Health to his

former position as a member of the Sanitary Board in the place of the Director of Medical and Sanit- Ary Services.

The Government's Letter. The letter dated Sept. 10 was in the following terms:

The Hon. Mr. Braga said that he happened to have known some- thing more than what was con- tained in the letter to the Board and his knowledge was that from the appointment of the D.M.S.S. the members might have expected quite a lot but they were now, within a year, told, without any reason, that the M.O.H. was going to be restored to the Board. No member would object but surely there must be some reason why the D.M.S.S. was being replaced.

The Chairman intimated there were two Minutes by mem- bers on the subject, one by Dr. Koch and the other by the Hon. Mr. Braga.

Dr. Koch had expressed the hope that the reports of the Director of Medical and Sanitary Services would be made known to the Board while the Hon. Mr. Braga indicated that he had no idea that the appointment of the Director of Medical and Sanitary Services was of. such a temporary nature. He had formed the idea that the substitution was a change for the better and a great deal was expected in the improve- ment and reform of sanitary matters.

Replying to Dr. Koch, the Chairman said that he was not in Q. a position to give a reply, us hic, had only just seen the Minute. He thought he could assure the Board that the Government Was well aware of Dr. Koch's interest in the matter but if it was the desire of the Board he would convey the Minute to the notice of the Government,

. In reply to Mr. Braga, the Chairman said that, as in the first case, he had only seen the Minute five minutes, prior to the meeting. It seemed to him to suggest that there was some change in policy, but he thought! that that was clearly not the case.. The original letter proposed the appointment of the Director of Medical and Sanitary Services, "In order that the Director may have the opportunity of acquiring first hand knowledge of the work- ing of that department 'it is pro- posed to amend the Public Health and Building Ordinance so as to permit him to take the place of the Medical Officer of Health."

Armed robbers who visited huts eccupied by two peasants at Cheung Sha Lan, Lantao Island, late on Monday night, made thorough sweep of valuables and property.

While the inmates were kept in a state of abject fear by a show of choppers and bamboo poles, the robbers practically denuded the houses of all toeir contents, stealing amongst other things a blanket, grass scythes, pieces of cotton clothing, and the very small store of rice, kept by the victims.
