SHANTUNG TO BE A BUFFER ZONE? -
Feking, Sept. 13. Many reports have been current here for some time, and are gain- ing more credence, that the Shan- tung Generals intend shortly to make a declaration in favour of peace, thus practically making Shantung a neutral zone, or buffer State.
These Generals are said to in- clude Han Fu-chu, Ma Hung-kuei, Shih Yu-san and Chen Tiao-yuan. They would do no more fighting and Shansi would thus be freed of the menace on the Hopei border. and would be enabled to send
troops to the Lung-Hai and Pe- king-Hankow fronts.
Han Fu-chu, Ma Hung-kuei and Shih Yu-san have been swom friends for a long time, and al- ways were considered "grey Gen- erals."
Ma Hung-kuei's 'hands are tied this year owing to his father be ing virtually a hostage in Nanking. but recently Ma Fu-hsiang left Nanking for the front or a plea of visiting Marshal Chiang Kai- shek. He is now stated to be safel in his son's camp.
Shih Yu-san is a native of Kirin and has received considerable supplies this year from Chang Tao-hsiang, and is under his in- fluence. By taking this step these Generals would all come under the hegemony of Mukden, thus greatly 'strengthening Chang Hsuch-liang, who would thus prac- tically control Shantung and pos- sibly Anhui, as well.-Reuter.

He said he energetically upheld this thesis at the London Gon. ference. Things had not changed. since then and "our right is uncoa- testable and our position in pregnable.-Reuter.
