While it is generally agreed that n petrol tax is the fairest method of distributing the costs of road maintenance amongst all users of motor vehicles, its application as nndditional tax in Hongkong will It tid an increase to the already high cost of motoring in the Colony. In the main, it does not impose a Very heavy burden on private owners, but when the possible effect 01 motor bus transportation is taken into account, there is a fear that passenger fares may be in- creased.
