The Peking and Tientsin Times describes the events 48 the gravest in the history of the Chinese Customs, and fears that should Lt. Col. Hayley-Bell's efforts fail, the Customs ad- ministration will gradually dis- integrate as the seizure will create a precedent which will be only too eagerly followed by militarists elsewhere in China.

"Shot As Deserters."
Tientsin, June 17. Upon the arrival of Lt. Col. Hayley-Bell at the Customs offices on Monday morning the Chinese Superintendent of Customs for- mally notified him that the ad- ministration had been taken over by the Shansi party, and in- troduced Mr. Lenox Simpson as the new Commissioner.
After some discussion, Col. Hayley-Bell declared that his Instructions were to evacuate the entire staff in the event of in- terference, whereupon Mr. Lenox Simpson retorted that any Chinese obeying the evacuation order would be shot as a deserter.
Col. Hayley-Bell prevented a crisis by agreeing to defer the order for twenty-four- hours, pending instructions from Shang- Hal. In the meantime, Shansi soldiers in plain clothes occupied the compound and offices,--Reu-
