The fire, in point of fact, started in a number of shelves where joss- paper was being kept, and these shelves were right under the stair- casing. This presented such a for- midable obstacle, with smoke and flames filling it from top to bottom, that tenants living on the two up- per floors did not think it wise, even at that early stage, to trust themselves to this means of escape.

What they did was to get on the roof, where they made their egress into the street through an adjoin- ing house, No. 166. It was shown that several made their escape in this way.
