NAVAL CONFERENCE INDIAN POLICY
PROGRESS.
LIMITING THE SIZE OF
SUBMARINES.
AN IMPORTANT DECLARATION TO HUMANISE WAR.
CONDITIONS OF ATTACK.
Important recommendations regarding the size and arma- ment of submarines are being made by the First Committee of the Naval Conference to the next Plenary Session. If carried into effect al: Powers party to the agreement will be allowed only three submarines up to 2,800 tons each, these having a six inch gun. All other submarines must be of 2,000 tons and carry a gun not larger than five inch.
With regard to submarine warfare, the Powers will be asked to make a declaration that in their action with regard to merchant ships, submarines must conform to the rules of international law to which surface war vessels are subject and that the passengers, crew and ship's papers must be put in a place of safety before a submarine takes action or renders a ship incapable of navigation.
