In Alling up these forms, the following points should be noted: "Manner of arrival" or "departure" need only be indicated when goods enter or leave by rail, road, or air, "Description" should follow as closely as possible the classifica- tion list which will shortly be published: price 50c., obtainable at the Statistical Office. "Weight or measurement" should be given according to the classifier used la the list for each type of goods. "Value" of imports should be the cost of goods as landed, in Hong- keng dollars: of exports the cost as shipped, "Country of origin" means origin in present condition, not origin of raw material. The completed declarations must reach the Statistical Office not more than 7 days after bills of lading have been presented at the shipping office (in the case of importe): or, for exports, after the GREEN ship carrying the cargo has left the harbour. Thus any firm wish- ing to send in declarations weekly can do so. They may be sent by messenger or by post.

To enable shipping companies to make their returns, all docu- ments presented to them by im- porters and exporters, such as bills of lading, mates' receipts etc.. must bear the name and address of the person or firm presenting them clearly stamped or written.

ITALY CONDEMNS NOBILE.

POLAR DISASTER RESPONSIBILITY.

Rome, Feb. 16. The Italian Government has published the full report of the Nobila Polar Expedition Commis ston of Inquiry. In it the work, ability, and character of General Nobile are ruthlessly condemned.

To-day General Nobile said to

me:

"At last, after a year 1 am able to see for the Arst time the criticisme levelled against me. Not only are they calumnious but they are ridiculous. I was never called before the Commission to hear the LAMMERT BROS., ovidence against me nor was I Auctioneers.given an opportunity of question- ing witnesses. Now I can answer these falsifications point by point, and latend to do so for publication in Italy, or, if that is not allowed. elsewhere. The truth will prevail."

In the published report on the Italia-disaster General Nobile is criticised as having on his return to the base on board the Citta di Milano, and late in Italy, tried not only by his attitude but by utter- ances and newspaper articles to in-f criininate his followers. His at- titude

towards Commanders Mariano and Zappi, the report says, practically gave it to be understood that they had started on their ex- pedition in search of help without his consent.

He also attacked the captain of the Città di Milano and the wire- less operators to whom the estab lishment of communication between the outside world and the tent on the ice were exclusively due. Finally ho criticised and under- estimated before foreigners the splendid work done by the Italian airmen who made great sacrifices in the attempt to bring him help.

Of Commander Mariano it is stated that, though he was entitled by his rank in the Italian Navy to the position of second in command, he was never given any instruc- tions to that effect. It is em- of this, phasised that, in spite throughout the flight of the airship and the culminating disaster, he displayed magnificent qualities of Kow-leadership and eminent knowledge

of technical matters.
