EXPORTS HANDICAPPED BY DISTURBED CONDITIONS.

DOLLAR FALL EFFECTS.

The report for 1929 of the Hong- kong General Chamber of Com- merce has just been issued. Containing well over one hundred pages, the report details much of the work done during the year.

Currency problems, and the fall in the price of silver, with its effect upon the value of the silver dollar, have been the principal an xiety of the business:community in Hongkong and the FAF East for some months. The process of ad- justment to changed, and -ever- changing, conditions fs painful, and the Committee has, small come fort to offer.Export tráda, which at least should eventually benefit by the exceptionally low exchange, is handicapped by disturbed con ditions in South China provinces. Certain staple articles of export have not been available for several weeks at a time, exporters. obtaining force majeure certificates in respect of contracts from the middle of November onwards. Apparently only peace, and a vast- ly improved standard of living in China, as the principal allver- using country of the world, can offer any prospect of permanent betterment of present conditions and that, unfortunately, is still # distant expectation. If the slump in silver promotés an ear. lier solution of China's political problems it may prove, in the long run, a blessing in disguise.

The general tenor of trade re- ports which various members of. the Chamber have been good enough to supply, and which are- included in this volume, is that business in most directions has been of smaller dimensions than usual. It is satisfactory to note that the compilation of trade statistics is about to be resumed. by the Hongkong Government, so that in future it will be possible. to follow the trend of trade and of competition with something, like precision.

Vehicular Ferries.

With reference, to previous dis-- cussions as to the practicability of establishing a vehicular ferry ser vice between the Island of Hong- kong and Kowloon on the main- land, the Colonial Governmient issued a statement early in 1930 to the effect that the question had recently received the further con- sideration of the Government, and it had been' decided that, while it was desirable such a service should be instituted with a mini- muin of delay, it would be in the best interests of the Colony that responsibility for the construc- should be retained by the Govern- tion and maintenance of the piers

ment, and that the questions of building the necessary boats out of Government funds and of the most satisfactory method of run- ning thera, if so built, should be further explored. The methods of financing the construction of the piers and boats out of public funds were engaging the, im- mediate attention of the Govern- ment.

Finances of the Chamber. Income from subscriptions, at $33,450, was slightly higher than in the previous year, the number of accessions, to membership ex ceeding the withdrawals. The net income to the Chamber. from ar- bitration and survey fees was $6,374, as compared with $6,430 last year. The total income on general account amounted to $15,076.62, the surplus of income over expenditure being $4,321.78. A non-recurring item of expendi- ture was that of $2,995.43 for In- corporation expenses. Other items on the expenditure aide of the account are normal and call for o special comment. The Gen- eral Reserve Account now stands at $78,074.80 as compared with $70,914.92 at the end of 1928

The Chinese Language School has again been well supported, new classes for beginners being commenced twice in the course of twelve months, and each time in duplicate. Income from fees ex- ceeded expenditure by $2,338.10, so that a long-standing deficit has now practically disappeared:"

The Salaries Commission, The Government of Hongkong, by letter dated 30th: October, 1929, forwarded for the consideration of the Chamber of Commerce the Report of the Salaries. Commis- slon, 1929, with a request for "any observations or representations which it may be desired to make thereon,"
