BRITISH OPPOSITION TO CONSULTATIVE PACT.
PROGRESS ACHIEVED,
London, Mar. 11. The technical experts of Great Britain and France, with Ameri- can observers, at their meeting this morning analysed the tonnage statement presented to the French case and agreed upon certain figurês as a basis for dis- cussion.
These figures were reported to cerned, and this evening, Mr. A. V. Alexander, Monsieur Dumesnil, the Chiefs of the British and French Admiralties, and the American observers together with the experts of the three Powers,
A grim drama was enacted in Kennedy Town in the early hours of this morning when fire swept through No. 12, Smith-the heads of the delegations con- field, a four-storey building, demolishing the staircase and trapping a family of five at the top. As the blaze grew in intensity, the terror-stricken family was forced to take refuge in the kitchen at the back of the promises, and finally, before the arrival of the Brigade, to jump for their lives.
Three were killed and two seriously injured, the official list being as follows:
KILLED.
Ah Sze, a married woman..
Her twelve-year-old son. Ah Mui, a 12-year-old girl.
SERIOUSLY INJURED.
Tool Sze-cheung, a boy of 15. Ah Hun, a girl of 14.
Warning of the blaze was not given to the Fire Brigade in time to avert the tragedy..
When the first appliance arrived, the mother and her child were already dead, the woman having jumped from a height of forty feet into the backyard, clutching ner haby to her breast. The fifteen-year-old boy was still conscious and was trying to crawl away.
The girl now dead was still in the blazing building, hanging from the kitchen window, apparently too terrified to release her hold. Firemen rushed to obtain a jumping sheet but before this could be prepared, her grip failed and the girl fell to the ground, sustaining serious injuries, which resulted in her death in hospital later.
The fire swept through the building with amazing rapidity, but the residents of the lower floors reached safety. The family at the top apparently did not receive sufficient warning.

American Views.
The newspapers state this even- ing that the American delegation have reached the conclusion that the United States would be unable
to accept any consultative pact as a means of facilitating the re- duction of the French tonnage
figures, the feeling of the delega tion being that such a pact would entail more obligations than ap- pear on the face of it and that the United States Senate would not ratify any such proposal.

(Mr. Gordon Mackie) and Mr. G. H. Potts expressed their con- viction that such an amal- gamation would be to the benefit of both shareholders and con- sumers. They regretted that up to the present it had been found impossible to work on a basis agreeable to both parties, Mr. Potis describing it as a "terrible calamity" that an amalgamation had not been effected..
Chairman's Speech. Addressing the meeting, the Chairman said:-Gentlemen-The report and statement of accounts for year ended December 31st, 1929, have been in your hands for the prescribed period and with your permission we will take them as read.

The amount of the dividend is $187.500 more than last year, as the bonus shares of 1928 now rank equally with the older shares. I hope you will consider this in- creased return satisfactory.

Britain is on the verge of a political crisis. The Govern- ment sustained its first defeat in the House of Commons last night, on a division on a Conservative amendment to Clause Two of the Coal Mines Bill.
Mr. Ramsay MacDonald, responding to frantic shouts of "Resign!" by the Opposition, declined to view the amendment as an essential change.
Nevertheless, he threw out a challenge to the Conservative and Liberal leaders, pointing out that Mr. Stanley Baldwir proposed to move a vote of censure to-morrow, based on Mr. Snowden's refusal to disclose his intentions with regard to the. McKenna Duties. He informed Mr. Baldwin. that he would be very glad to accommodate the Conservative leader should he make his vote of censure, general.
The Government would then accept the decision of the House of Commons.

There was considerable excitement in the House, which was dealing with the Coal Bill in committee. A Liberal amendment, having much the same objective was defeated by a margin of 30 votes.
+
This proved, however, to be merely a respite. On the submission of the next amendment, the Government found themselves in a minority of eight, 284 voting for the amendment and 272 against.
All the Liberal members voted against the Government.
