Tribute to Sir Cecil Clementi. I would now like to say a few words with reference to the recent loss we have suffered by the promotion of H. E. the Governor to the Straits Settlements. It cannot be expected that any of his successors will have the intimate personal knowledge of Kowloon and the New Territories possessed by Sir Cecil Clementi. It was His Excellency's pleasure in recount- ing reminiscences of his early Cadet days in Hongkong to say that he lived in one of the houses in "Lyeeman Villas" on Chatham Road, recently demolished to make room for a model and modern apartment building now nearing completion. Under Sir Cecil, Kowloon's development received a tremendous impetus. Towards the closing weeks of his administra- tion in Hongkong, he concluded an agreement whereby electricity for lighting and power will supplied not only to New Kowloon, be but also, in course of time, to most of the inhabited districts of the New Territories. This surely will prove to be an inestimable boon to the inhabitants.
I am convinced that posterity will have reason to be grateful to Sir Cecil for the part he has play ed in planning for the building of the Saikung Road, the develop ment of this district and for the opening up of such a beautiful area for residential purposes. Personally, I feel that the Saikung Road will ultimately prove of great value, and will justify the expenditure recently voted at the same time we trust that urgent work nearer home will not be neglected-there are certain roads in Kowloon which demand imme- diate attention and, I suggest, claim priority over all others--I refer principally to Waterloo and Salisbury Roads.

Waterloo Road should be com- pleted as was originally intended on both sides of the nullah which leads into Nathan Road; it is con- sidered of paramount importance as an arterial road and we trust Government will appreciate the urgency of proceeding with its construction at the carliest pos- sible moment.
That part of Salisbury Road leading to the Star Furry Ap- proach is a problem that has cagared the attention of your Committee for many years; We Feel very disappointed that nothing delinite can be reported as to Government's intentions with regard to this work, which is long overdue and admits of no further delay.

I cannot allow this opportunity Pass without reference to a part of Is Excellency the Governor's farewell speech to the Council on January 23rd in connexion with a reorganization of the Public Health and Sanitary: vervices.
Municipal Government.
His Excellency said: "I do not pretend to prophesy what form it will take; but there is: one form which in my opinion it certainly ought not to take and that is the establishment of a municipality.
"The creation of municipali- ties would duplicate the ad- ministrative machinery of the Colony to an intolerable extent. It would be excessively un- economical and it would be open to all the political objections which would beset democratic. institutions if introduced into Hongkong; I sincerely hope that. nothing of the kind will be at- tempted."
We cannot entirely agree with His Excellency's viewpoint and are of opinion that the time will come when Government will find it advisable to institute some form of municipal control of purely domes- tic matters.
During Sir Cecil Clementi's ad- ministration and for some years previous, this Association has onjoyed the confidence of Govern- ment and we are not unmindful of the fact that members of the K.R.A. have been invited to take part in the deliberations of various committees constituted by Govern- ment to consider and advise оп matters of public interest, but we must not lose sight of the fact that our Official status is nil,
We feel that it is the duty of any. community to take an intelligent interest in municipal affairs and we hope our Government will see the wisdom of apportioning cer-f tain duties to a local council which would be actuated by a civic spirit all to the good of the Colony...

In rising to second the proposal Mr. Mow Fung said: It gives me much pleasure to second the adop tion of the report and accounts for the past year.
I am sure we have all listened to the President's speech with bat the great interest and none rankest pessimist will disagree! with his portrayal of the bright: prospects which Kowloon holds for the future.
I am pleased to endorse gen- erally the views expressed by him, but there are one or two points on which I would like to make little comment.

The conversion of the typhoon shelter parapet opposite Saigon Street in Yau-ma-ti into a promenade is a right step in this direction.
Another point is the question of a separate Police Station for the Kowloon Tong District, which I am sorry to see the Government has shelved for the time being.
