In the Spring of the year 1929 A severe drought afflicted the Colony, nearly drying up the re- servoirs. The popple obtained their water in streeta, and in the streets they sat in wait for the precious fluid till dawn. Your Excellency lost no time in appro priating public funds for relief work. You caused water-tanke to be built in various places, and water to be brought from Chinese territory to Hongkong to supply the needs of the residents; you also obtained from His Majesty's Government authority to expend a large sum of money on the Shing Mun- Schenie so that the people would be ensured a permanent supply of water. In the critical days of the drought your anxiety was grievous, and your sorrow deep. Repose was not your's even In the moments of rest and sleep. Standing one day beside the Tytam Reservoir you were heard to re-. mark: "The people cannot sub- aist without water or fre; but, From the Chinese Community of alas, the danger is upon them now! | Hongkong.

In the Winter of the same year His Majesty's Government decreed your promotion to the Governor ship of Malaya. When your friends and colleagues proffered Your Excellency their congratula- Hons, you sorrowfully said that higher preferment and a larger stipend would not compensate for the parting from your friends here,

We, the Chinese residents of the Colony, feel as if we are about to lose our mainstay. We, one and all, supporting the old and leading the young, have clung to the shafts of your carriage, and have lain across your path. But your going could not be stayed. Even ag Ship Lu-chỉ was transferred to the governance of Shuchow, and Li Cheng-yeh eventually left the South of Kwolehow. For eighteen years Your Excel Teney has conferred benefits on us, the people; and has completed many constructive schomes. His Excellency the Governor, in replying to the addresses, said: 1 value very highly the beautiful addresses which you have present- ed to me.
