THE WRONG WAY.

The form of government under which Hongkong labours provides so little scope for the effective play of anofficial opinion that we cannot but regret any Government action-which seems to treat as of mal account the efforts of those who gratuitously give much time and service to work connected with the administrative life of the Colony. For this reason, we find
