A CURIOUS STATEMENT.
The British. Government has addressed identic Notes to the Chinese and Russian Governments, calling their attention to the obligations undertaken as signatories of the anti-war pact and hoping that Russia and China will refrain or desist from hostilities. This action has been taken in consultation with the United States and other Governments. America and France have sent similar Notes and Japan, Italy and Germany are expected to follow suit.
Meanwhile, the expected denial that Mukden has surrendered to Moscow, accepting the terms of the July Ultimatum, is forthcoming. A Mukden spokesman says that Mukden has merely expressed, through Nanking, a desire for peace, adding that if Mukden had accepted the terms, it was strange that bombing and bombardment was continuing.
