Colonel R. B. Skinner, O.B.E., Commanding the Royal Engineer in Hongkong, said that he was in a somewhat similar position to the man who had to make a speech at the Armistice Day dinner and prepared notes. At the dinner he was advised that he was not to speak, and scrapped his notes, When later he was told to speak he remained allent. He, Colonel Skinner, proposed to remain silent atter he had proposed the toast of the R.E.O.C.A.

It was to be regretted, said Colonel Skinner, that Colonel Mooré, commanding the RF Singapore, could not be with them. Colonel Moore was at present the guest of E. the G.0.C., and could not attend the dinner because 01 another function at Headquarter House. They would all be glad to know, however, that there was. branch of the K.E.Ö.C.A. in Singa: pore, and that Colonel Moore was strong for the movement.

The great assistance the Asso- ciation rendered to ex-Engineers was stressed by an old K.E. officer, Mr. Gibson, in a speech in which he made a plea to members serving with the Corpa to join thu R.E.O.C.A.
