A special Savings Bank instituted in France for the men of the Chinese Labour Corps and was largely responsible in pre venting a lot of gambling and indiscipline; the men also had the satisfaction of knowing that under this system, their families and dependents in China: were well cared for in their absence. In fact, in order to ensure this, complaints from the men in France and from their families In China were deliberately encouraged. With

The amount of work this in- volved may be realised from the statement that during 1918 alone over 6,000 complaints were care- fully investigated by the Chinese Post Office in the single Province of Chihli. The efficiency of the work will be further realised by the absence of complaints whon the men were repatriated and when the final balances of their pily earned in France and their accounts at the Savings Bank were acttled up, both the repatriated man and the allottee being present at the final settlement. Out of thej 96,000-men enrolled in the Corps, only 5,000 refused to allottees. These were mostly! homeless men, ex-Chinese soldiers. Full settlement was made" with them on their repatriation at the Tsingtoo Base.
