to some extent an expensive luxury. The Hongkong. Government cadiet ayatom was established by Sir Hercules Robinson, then Governon of Hongkong, in 1861, with the approval of the Duke of Newcastle, the Secretary of State. The Idea was to provido the Colony with a 'staff of well-educated interpreters who should study the Chinese language and be eligible, when qualified, for promotion to the head- ships of certain departments. "Sir Hercules Robinson appointed three cadets, one of whom subsequently became Secretary for Affairs (Registrar-General) and then Colonial Secretary of the Straits Settlements. Another became Captain Superintendent of Police, the third succeeded to the post of Secretary for, Chinitae Affaire.
