INSPIRING ADDRESS AT BIG BANQUET.

LEAVING FOR CANADA.

London, Oct. 13,--

After his strenuous programme of Friday and Saturday, Mr. Ram- aay MacDonald spent to-day in New York very quietly. He is leaving with his party for Canada to-morrow morning.

The following are passages from the Premier's speech at the ban- quet "given by the Council of Foreign Relations in New York.

Referring to suspicion regarding his conversations with President Hoover, the British Premier sald: "These suspicions arise because the people who entertain them have no conception of the new spirit that is making up its mind to govern and dominate the world-the spirit of opon diplomacy, the spirit of men coming together not for the purpose of dividing the world into alliances and groups but for the purpose, by their own agreements, of helping the world to come to a general agreement that will be universal and not meticulous",
