"On the assumption that war between us has been banished and cannot occur, old historical problems have changed their meaning and character and their solution in ways mutually satisfactory has become possible," says a manifeste jointly issued by President Hoover and Mr. Ramsay MacDonald in Washington last night.

The manifestó has created a profound impression, suggest- ing as it does an unwritten alliance between the United States and Great Britain in the cause of world peace.

Mr. H. L. Stimson says that the conversations have met al American anticipations, and Mr. Ramsay MacDonald says that he has succeeded to a degree which he scarcely dared to hope.
