It is per tinent in this connexion to recall that in his recent exhaustive survey of the Colony's waterworks system H. E. the Governor made' no mention whatever of this un- pardonable holding up of the Shing Mun scheme, which, if it did not cause the water crisis of a few months ago, "certainly" aggra- evated ft." Whilst it is no use crying ago. Whilst it is no use crying over spilt milk, it is only right and proper that a protest should be entered against the delay, which, as Government - officials must be fully aware, aroused a deal of public feeling during the height of the water troubles. However, an We say, that is all, past and gone. What the public wants to feel now is that there shall be no more delays. Unhappily, there is no assurance that this will be the case. Bathing Sheds at Repulse Bay.

[To The Editor of Hongkong

· Telegraph.]

Sir,---May of the hospitality of your columns to vent Д griey- ance now obtaining at Repulse Bay?

The Very Idea!

One of the strongest alghts that I saw on a walk through London in the early hours of the morning a few days ago (says a writer; in Home paper) was a very batter- ed felt hat beside some smudged pavement artist's pictures in a main thoroughfare near Charing Cross.

The hat was on the pavement, and was fastened to the railings by a piece of string, which was tied through a hole in the brim.

The typhoon of last month left in its wake a number of blown down sheds. The typhoon took

ago, so that the reason why all the place on 22nd ulto, fully 29 days

The pavement artist evidently the wrecked sheds have not been left this portion of his equipment repaired, or demolished and re-himself the trouble of taking it behind him every night to save moved from the beach, seems quite home. When I passed a day or inexplicable. Surely, it must be two later I saw the artist sitting one of the conditions for the grant by his pictures with his own copy fng of, the permit that the permittee at one, end for receiving contribue must maintain his shed in a sertions, and the "permanent has still tied to the railings: at the viceable condition. At present, other,

of the sheds do not only fall. to fulfil the purpose for which per mits were granted, but they con- stitute a real nuisance to those per- mittees who take the trouble to keep their sheds in good order.

some

Also, the countenance given by those in authority to the present de plorable state of the sheds, is ne- tually lending assistance to insani tary conditions. In a great number of cases the rubbish containers, which were. provided for the

of convenience

the shed- owners, are now covered up by. the debris of the wrecked sheds, and precisely what vermin is thriving there one cannot tell, but it is certain that the number of files has increased appallingly.

51

I believe it is time the Govern- ment should take steps to restore the Repulse Bay bathing, beach to the state in which is was prior to the typhoon. But if it is a sad fact that the permittees cannot be compelled to rebuild their sheds, but can continue to leave them in their wrecked state, then at least the rubbish containers should be re- moved from their hidden locality, and the beach, generally; kept clean and free from fragments of debris which a passing wind causes to be removed from the wrecked sheds.
