"You evidently know the old law, but you don't know the now," commented Mr. T. S. Whyte Smith, at the Kowloon Magistracy this morning, to Mrs. J. P. Xavier, who was charged with keeping two fox|| terriors without lleonces.

The defendant said that she took out a licence for one of the dogs immediately she was informed of the Sorgeant's visit. The other dog WEE given away. Mrs. Xavier produced the dog she had kept and informed his Worship that it wna less than three monthe old, having been born on May 25.

Sergeant Reidy Informed his Worship that if the police did not go round he did not supposo people would apply for licences. Ho pointed out to his Worship that in the olden days puppies were not considered dogs until three months after birth, but this had been repealed by an order issued in 1927. Dogs must now be licensed as soon as they are born.

His Worship' said he thought · some allowance should be mada for young dogs.

Sergeant Reidy replied that since 1927 no allowance was made.
