Although somewhat barren in recommendation the Bulter Com- mittee's report on the Indian States is regarded as a compistent analysis of the existing situation. Its main points should prove ar- ceptable to the Princes.
The most valuable part of the document is the discussion of the doctrine of Paramountcy, and the Princes have secured what they desired in the decided opinion that supreme power should be vested, nut in the Government of India, but in an Agent directly represen- ting the Crown.
It is considered satisfactory that the signatories recognisa the really grave apprehension of the Princes, and that it would be con- trary to historic fitness if they were transferred against their will to a new government respon- sible to the Legislature of this country.
The Committee's recommenda- tion that the right of intervention paringly and cautiously used in the past aliould appertain, not to the Governor-General in Council. |but to the Viceroy, an Agent of the Crown, is what the Princes desire. The Princes are naturally perturb- ed at political developments, and anxións concerning the future, and the Calcutta Statcaman ex- presses, the opinion that the pro- posed change would give them a fresh sense of stability and an1ács cension of dignity.

The change would also lead to happier relations between the Princes and British India, for the fundanientad cause of suspicion and auxiety will disappear. When clashes of interests appear they can he dealt with by a committee hy whose opinion the Viceroy will be guided.
The Stuteaman adds: "It is quite in keeping with the main position of the Committee to have rejected the suggestion that the Viceroy should have a political member on his Council, as the Princes value direct relations. The proposal that university men might be recruited separately in England for service in the States in alone open to riteism on the ground that India is in many senses a whole.
"It would be unfortunate if men in political work were looked differently. from those working on British India. The difference would provoke comparison, and efther the civilian or the soldier would bise prestige in comparison with the political officer. Most probably the latter would lose pre- stige, but in either case the Gov eriment's inthence would weakened."

Leonard Austen Harvey, pro- fessionally known as "Len Harvey," the boxer, of Turle-road, Tollington Park, London, was the plaintifÏ_in a libel action commenced be- fore Mr. Justice McCardie and a peelal jury in the King's Bench Division on April 17.

He claimed damages against the publishers of the paper, The Athle- lic Publications, Limited, of Gre- ville-street E.C., and against the printers, the Ghabe Rotary Press, Ltd., of Fleet-lane, E.C.
The defendants denied that the words complained of were libellous. Mr. J. D Cassels, K.C., for Burvey, sald that some account of the fight was contained in "Box- ing, Racing and Football" under the healing "Two Farcical Exhibitions and one Interesting Contest," Pas- soges in the article were:
